Thinking

I am just wondering, why is Muammar Qaddafi just a Colonel. I mean the dude is the leader of a whole country and he is still just a colonel. Why does he not make himself a general or admiral or something like that. Klink was a colonel and look at how inept he was. Anyway I was just thinking about that.
